1. Which DWDM you are using?

2. Is both ISL's connected to the same DWDM, or through 2 different DWDM's?

3. Cable length (that means the latency) can cause this issue. If the skew is bigger than 40m, trunk can't be established.

4. Why you configured VC INIT to 0 (disabled)? I saw it in your command:

portcfglongdistance x/x ls 0 50

if your DWDM is of a TDM kind, then you are not likely to have working trunks in your environment.

It looks like a lenght issue to me. What is the distance of each of the ISLs?

I got an awnser back from engineering stating the distance between the 2 DWDM paths is too long for it to form a trunk;

I believe the values were 10KM for Path 1 and 14KM for Path 2.

 

Engineering has adviced me not to create the trunk as it would most likely just slow everything down.

 

Case closed I guess.
