How to notify resource manager on soft booking of a resource and allow him to approve the request?

Hi,

Is there a way that when a project manager make a soft booking for a resource then the respective resource manager should get a notification along with an option to Approve or Reject the request?

In my opinion there could be two ways to achieve this: Through Action Items in MUX or using Process in Classic.

But in Action Items, I was not able to see Resources in Target Object drop down:

And with Process approach, I was not really sure what would be the Start condition to check if a soft booking request has been made for a resource? Because none of the available attribute seems to serve the purpose of checking if a resource is soft booked or not:

Any suggestion on how we can implement this use case would be greatly appreciated.
