There are many reasons why 'Delayed Server Responses' are displayed in the SDM UI.
Looks like you have SDM 17.3 installed which is end of support (EOS). Do you have plans to upgrade to the latest SDM 17.4 supported version?
Some things to check:
- On the MDB database side, see if there are any database locks or long running queries
- On the SDM server, run 'pdm_vdbinfo' command to see if the SDM database agents are busy (https://knowledge.broadcom.com/external/article/24865/what-performance-information-does-the-pd.html)
- Check system resources (CPU and RAM) on the SDM server(s)
- Check SDM STDLOGs to see if there are any long running queries or errors
