When a user signs onto a region it creates a signon element control
block. When that user issues the first task secured by a resource
category, it then pulls in that users category privileges from the
dictionary In the form of a bit map and hangs it off or the signon
element. Therefore, assuming there is no stale dictionary buffers in the
region, when the user signs off and back on it should refresh the users
privileges.
