Happens across the board with all my 2022 server guests. Even when I do a fresh install of the eval ISO I get the same error message.
Fix? Or wait for Microsoft to fix the issue.
Most likely a Microsoft issue - the error code got truncated in the subject, but I wonder if the code you're seeing is
0x80070643 - ERROR_INSTALL_FAILURE

Instructions are available there to help you manually resize the recovery partition if tihis is indeed your issue.
Thank you for your reply. I have to discount 'recovery partition to o small' because this happened on a clean install. Although the virtual system disk in total is 64GB. Will have to try a fresh install with a bigger disk.
At the end of the day this looks like an MS issue. Hopefully they will fix it.
You may wish to open Disk Management anyway in the VM and check the recovery partition size, even on.a clean installation and regardless of the size of the virtual system disk.
For example on an installation of an Insider Preview WIndows 11 23H2 release, the recovery partition is only 611MB.
