I had the same issue and we figure it out it was because we had the template in Content library as VM template. We've change it as OVF and now it's working fine.

Hi All
So with the best practice now being that Cores per Socket should be set to "Assigned at Power On", how do we deploy VM's with this setting?
We have Templates set accordingly however deployments are ending up with manual settings. I assume this is because the Flavor Mapping has a Cores per Socket setting that needs to be set and can only be an Integer.
I have looked at the Set-VM command and it appears that -CoresPerSocket also needs to be an integer.
Any thoughts?
