I can't download the trial version of Vcenter，I didn't respond after I clicked download，but i can download esxi.

which version you are trying to download, the current version which is 6.5 or the older version?

Current version should be downloadable as long as you have created an account on my.vmware.com and login with that username/password.

for older versions, you will face the message which you have quoted as those versions would be available to paying customers only.

Check with your My VMware Super User, Procurement Contact if you  are not entitled or do not have permissions to download this product.

My account contains only one user, and version I want to download is Trial version, I am learning to use vSphere and I have not bought the license yet. I can normally download Esxi and the bundle

Unlike ESXi (vSphere Hypervisor), there is no vCenter trial version. You have to have an entitlement to download vCenter. It'll still operate in evaluation mode for 60 days, but in order to have access to the bits you must have a proper entitlement or something else like a VMUG license.
