I would like to ask all of you about SRM. If the protected VMs down it auto to perform VM power at the DR site. Please help share docs or procedures for SRM.

There is no build in functionality in SRM to achieve this. 

SRM Recovery Plan Run is a manual action. You can try to automate this using API etc. 
When VM is down there is also HA which can restart your VM on the Protected site. No need to execute Recovery Plan for such action.
