I got the same error during pre-check of my second linked vCenter.
It appeared that wrong (or old) timeservers were configured on this VCSA instance.
Configuring the correct timeservers, restarting the applmgmt service and restarting the upgrade pre-check continued the upgrade proces.

Thanks that did it. I follow the KB and was able to access the old vCSA VAMI console. I shutdown the new vcenter and just did the whole upgrade process again and was able to successfully upgrade it to v8.

Maybe not the exact same symptom, but resetting the update state file on the old vCSA may help.

Please make sure that you have a current backup, and then redo the whole upgrade.

It's just shows that it's in the Upgrade - Stage 2: Data Transfer and vCenter Server setup is in progress.
Copy data from source vCenter server to target vCenter server and it stays at 0%

What happens when you log in to the old vCenter Server's VAMI console?

I was in the middle of vcenter 7 to 8 upgrade and received an error about session timed out since it took over 60 minutes. I fixed the issue but when I try to run it again, I get pre-upgrade check failed due the following problem. The appliance configuration has failed, so this action is not allowed in the current state. How do I clear the message so I can re-run the state 2 upgrade.
