Minimum permission for clone VM

Hi I’ve a problem. I would allow a user to clone from a VM. I cloned the administrator role, I logged into a user "pippo" role, the role assigned to a folder during cloning but I can not see the cluster as you can see in the attached file. I applied the role at the cluster and cluster without propagating permissions.

Have you tried to built the cluster again ?

if so are you getting any error ?

The cluster is working fine, but I suppose si a permission problem, because if i log with administrative rights cloning operation is working fine.
