I have a new hp server which will deploy Esxi version 8 to it, if I migrate esxi host in current 6.5 server to esxi 8 ost, can I move it back to the version 6.5 host or migrate between them?

Virtual Machines are configured with a certan Compatibility Mode (Virtual Hardware Version). As long as the VM's hardware version is supported by ESXi 6.5, you will be able to run such a VM on both ESXi versions.

However, keep in mind vCenter Server 8.0 does not support ESXi 6.5, just in case your question is about vMotion!

This could be difficult...You need to check the compatibility to ensure that the hardware you're using is compatible with ESXi 6. Also, check that the VM's hardware version is compatible with ESXi 6. If it isn't, you'll need to downgrade the VM's hardware version. Then, you could try to install ESXi 6 and deploy OVF template that are exported from your ESXi host.  And before you migrate, don't forget to backup your ESXi VMs.
