Your issues looks like a UAC problem, take a look at this another thread for addtional details: windows server 2008 - Why can't I browse my D: drive, even if I'm in the Administrators group? - Server Fault

Try to mount the vmtools iso directly instead of using rt click install vm tools option and see if that helps

    Hello

Please go to virtual machine edit setting and please check if the correct iso is connected.

Please also try the below process which can sole your issue.

    Procedure

    1. In the Inventory > Hosts and Clusters view, select the host, cluster, or datacenter and click the Virtual Machines tab.
    2. Control-click or Shift-click to select the virtual machines.
    3. Right-click the selected virtual machines and click Guest > Install/Upgrade VMware Tools.
    4. Complete the wizard.
To specify any MSI arguments or to specify which VMware Tools components to exclude, add the same arguments and options that you would for the setup.exe program in the Advanced text box.

If the above process not helping in resolving the issue reboot the virtual machine and then try install of vmware tools.

Please let me know if you need any additional details.

    Thanks
    Sam
