    A general system error occurred: Connection refused: The remote service is not running OR is overloaded, OR a firewall is rejecting connections.

    With or without vCenter Server?

    First thing is usually to restart management agents/services.

    ESXi: VMware Knowledge Base

    vCenter Server: VMware Knowledge Base (depends on which version you use)

    Yes, the vCenter Server has been rebooted several times.

    Ok..... the language is not one of my favorites but the name of the service is clearly visible . PBM means the Policy Based Management and this runs on vCenter. So  log into VAMI or Console to your VCSA and try to restart this service and not something on your ESXi.
