Cannot find vSphere HA master agent" messagevCenter Presents

Dear Everyone!
I have one issue with ESXi Version 8.0 U3 Build 24022510. After I've deployed vCenter 8.0, I'm facing an issue when I try to enable HA.Could you please help advise on this issue? Does it become the ESXi Version or vCenter? For the issue that we face "The FDM agent still did not install on the hosts. The 9087 port is enabled for the user, and the i40e VIB is the only existing VIB on the host.".

I have the same issue on couple of clusters.

Updated to 7.0.3 24201990 yesterday and problems started. 
Cluster says vSphere HA agent for this host has an error: The vSphere HA agent is not reachable from vCenter Server

Clusters say

Cannot find vSphere HA master agent

vCenter Server is unable to find a master vSphere HA agent in cluster MyFirstCluster in MySite

hosts say: vSphere HA agent for this host has an error: The vSphere HA agent is not reachable from vCenter Server

E: tried to remove and reconfigure HA+DRS, rebooted vcsa, deleted and re-created vcls machines, but no help.
