community member JLX solved my problem.
To anyone else who might encounter this problem with high cpu utilization on the browser that you're using for vCenter vSphere - here is a little more specific information on what JLX wrote:
The fix is to disable VMware's Customer Experience Improvement Program (CEIP). Don't confuse this with Microsoft's CEIP. VMware's CEIP is disabled by logging into vSphere as administrator@vsphere.local then Home / Administration / Deployment / Customer Experience Improvement Program - and Leave Program.
I'd also like to recommend to Broadcom VMware developers that they fix this problem. It is common for businesses to restrict their VMware environment, and machines that communicate with their VMware environment. Don't opt-in your customers to this type of stuff - and if your CEIP program can't communicate back to your servers, then stop trying for a while.

Subject: Browser has high CPU utilization after upgrading to vCenter 8.0.3.00400-vlcm
I applied vCenter updates to our virtual appliance. When I open the browser and login to vCenter vSphere Client, the CPU spikes on my workstation and stays high. There is a spinning circle to the left of my username in the top right of the web page. Everything seems to be functional, but CPU doesn't return to normal until I logout of VMware vSphere. I've tested using Microsoft Edge and Google Chrome on multiple client workstations.
What is wrong and how do I fix it?
