Assigning Server 2025 Product Key

Greetings,
I don't know if this is vmware or windows issue.  We create a "template" server with all the needed configurations and software.  Once we have it the way we would like, we convert the VM to a template.  When we create a VM based on the template, we also have a "VM Customization Specifications" config set that includes things like the Owner name, org name, etc.  One of which is the Product Key.  In the past, this type of config file didn't give us any issues (server 2022, 2019, etc).  Now when ever we create a VM off of the template using that config, it always says "We can't activate Windows on this device because you don't have a valid digital license or product key.  If you think you do have a valid license or key, select Troubleshoot below.  Error code: 0xC004F012"

I have tried recreating the config file from scratch using the correct product key, no change.  If I re-enter the key within Windows, it works.  Also, if I click on the Troubleshoot button, it thinks for a while, then says "We've activated this copy of Windows" and all is well.

Is this the new normal with server 2025?  If not, any suggestions on not needing to jump through this extra hoop?

Do you use KMS or AD-based activation?  Maybe the proper key hasn't been added to that system?

Ahh, good question.  I should have included that in the details.  We don't use KMS.  This is a MAK key just like all the previous versions of Windows servers.

I must piggyback on this as we have a KMS server. Does anyone know if this will affect that ? Will our KMS server just automatically activate as it normally does ?
