Clear the cache and cookies in your web browser. Old cached data may be causing issues with the login form. After clearing the cache, try logging in again..

Cache cleared, but with no effect.

I try it on new PC with just fresh installed Windows 10, but logon screen still cannot remember login name.

Did you save the credentials to your google account when using chrome? If the username and password is saved to your google account you'd need to be signed into chrome.

or Enable Chrome to remember login details:

    Open Chrome
Click the three dots in the top right corner
    Select Settings
    Select Autofill
    Select Password Manager
    Add a new Password

    Thank you,
this works, but for security reasons I don't want to save the password anywhere. I just need to avoid having to enter a login name. In Google Password Manager cannot be entered a blank password.
