I am persistently getting an error - Caused by: org.apache.http.conn.HttpHostConnectException: Connection to
https://rally1.rallydev.com refused
Above is error when tried to create Rally Repository in Tasktop; however tasktop uses Rest API. We are able to successfully login to Rally using browser on the same tasktop machine, but when we use the same account(which has subscription admin privilege) and url provided to tasktop; we get an error below:
Connection refused (requested URL was
https://rally1.rallydev.com/slm/webservice/v2.0/subscription)
Is it proxy error or some setting in Rally that could be tweaked to allow integration with tasktop OR is it a network configuration issue?
Note: Came across a related piece of info on forums and rally admin link as below:

Is above setting mandated at Rally end i.e is editing rally subscription data value from current mode- hybrid (SSO or web) authentication to "sso with exceptions" the only way as in one place it indicates if account is subscription admin, then this setting is not mandatorily required.
However, I came across info indicating To provide the best security while enabling integrations, a third mode is available: SSO-only with exceptions. As our integrations require a username to fetch the subscription data, these users may be added to an exception list (or whitelist) to log in to Rally with standard web access.
