I never observed such problems before. You may try the ProcessExplorer utility to track which process locks the file. Antivirus ???
As a temporary workaround for package creation I would suggest you to
1) copy the folder with all the required stuff into
\\cchsmp1\Software Library manually
2) Use UNC source type for a package instead of Software Library. That should make no difference from package sharing and deployment perspective .

Also wanted to add that I get the impression the file add process is now failing for larger files but can't be certain. Here's a snippet, below, from my a.log that I see after each failure. At first I thought maybe something's holding onto the file(s) I'm trying to add but the failures persist even after making a copy and pulling them from a different location. Also have this problem when creating a new s/w package and trying to add a file(s) larger than maybe a meg. Note that I'm running SMP 8.1 RU7 on Windows 2008 R2.

I've done this before where I had to refresh files in an existing software delivery package. However with this one set of executables, I'm getting "Adding files - An error has occured during uploading files to server. Check server logs for details." Even adding a zipped folder with these files fails with the same error but I am able to add some other individual files from this folder without issue.
Anyway, I've attached a Word doc with a screenshot of the error and an entry from the Altiris Log Viewer that gets generated whenever a failed file add occurs. Let me know if you guys have come across this weird issue before. Thanks in advance!
