This particular policy is used for allowing a global or monitor user access into the system. It allows the associated users to add the _MONITOR_ or _GLOBAL_ user through the WCC GUI within the Credentials screen.
For instance, if you click onto the WCC GUI credentials screen, you should see a list of your server instances and a default instance. On your server instance i.e. D01, click the radio button beside that and in the user_name drop down, type "_GLOBAL_:[USER]", replacing [USER] with an autosys user that has been setup within autosys_secure. For example, _GLOBAL_:autosys.
Add the password for that user and confirm the password then click the Add button. That will allow this user to provide enterprise-wide access to that AutoSys Workload Automation instance.
