 Enabling OOB Integration between NetOps PC and Spectrum. Not seeing CAPC_Item_ID populate in Spectrum Attributes

I posted a previous question about having NetOps PC Threshold alerts send events over to Spectrum for auto-tkt generation with Service-Now.  Part of this working requires the SBGW OOB Integration to be enabled which in turn I will see the CAPC_Item_ID in the device Spectrum attributes.   Currently, when I pull this attribute value on a device that is being polled in Spectrum, and has been discovered in NetOps Performance Center, this CAPC_Item_ID is only showing a "0" value.

We have the function enabled in the One-Click Administration section as shown below:

But we still only see the CAPC_Item_ID attribute showing a "0" value:  

What are we missing to enable the OOB SBGW integration between NetOps Performance center and Spectrum?

Is there another setting in NetOps Performance Center that needs to be enabled as well to allow this OOB SBGW to properly communicate with Spectrum?

The integration should create for each IP Domain that is defined in the PM tool a corresponding Global Collection, that is clearly identified as an IP Domain, with a distinctive green dot. 

You need to add the Spectrum device to the corresponding IP Domain that already has discovered the device. The synchronization will take over and fill all the CAPCItemId on Spectrum side, according with the internal device mapping process. 

Again, this does not have anything to do with SBGW.
