Now I have UIM 8.5.1  with SQL server 2008 R2,

Could I upgrade to  9.1 directly for free?
do I need  to upgrade SQL server as well?
Could I run UIM and UMP on  windows 2016 server?  it seems 8.51 support 2012R2 better?   How about 9.1?
where I can find the compatible matrix for UIM 9.1 ?

    Thanks,

The upgrade from 8.5.1 has to be to 9.0.2 for both UIM server and UMP.
The oldest version of MS SQL supported is 2012 so yes it has to be upgraded.
All the info is at the doc page:

This is an old announcement.  You will want to upgrade to 20.1. instead.

Yes, and note that as per the 20.1 doc page upgrade is two step process, 8.51 > 9.0.2 > 20.1.

the license model for all broadcom products has changed.
for UIM as of 9.20 all licenses have no expiration date and no limits so the license never needs to be changed.

Now we have 8.5.1 license, if we upgrade to 20.1. should we have extra cost for the upgrade?  so the license still valid for 20.1, right?

    no extra cost.
best to have than conversation with Sales.
However it is my understanding cost doesn't work that way, you are not 'buying' a product.
There is a contract for a set period of time that includes one or more products, with the expectation that the products will be keep current.

About the SQL, now we use 2008 R2, If we go for 20.1 ,  we need to upgrade SQL to 2012  first?  Could 20.1 use 2008 R2?    what should upgrade first?   DB server ior UIM/UMP server?  Please advise. thanks.

Would recommend upgrading to SQL 2014 first..  20.1 does not support SQL 2008.

I went to download page. there 4 kind of server pack as below. any different?  I think the ISO I need is CA UNIFIED INFRASTRUCTURE MANAGEMENT R9.0.2- WINDOWS INSTALLER INCLUDES UMP AND UNIFIED REPORTERDVD500000000001958.iso , right?

After I upgrade to 9.02, I can skip 9.2.0 and go to 20.1 directly. right?
