Timesheets getting approved by System administrator

Hi, 
can anybody tell me how does the process system administrator approves timesheets in Clarity?
recently we noticed that the RM receives mail saying the timesheets are approved by system admin..

That can happen if the timeeshet is approved by a process which is run by/launched system administrator or if somebody actually logs in as system administrator and approves timesheets.

My understanding is that in both case the system administrator should have timesheet approve right over the resources in question.
