Many thanks Martii. Yes I think we would want to retain details on the old rates as some of our inflight projects will be subject to the new rates from a given date. I'll trial adding new rows to the matrix in our Dev site as a test before replicating in Production.

That is a clear option if you can just start using it for new projects.
For existing projects would you need to use the old rates somewhere? In that case you would have to add the rows to the existing matrix so that a matrix row would be applied based on the date.

Our existing cost matrix has been in place for 3 years. From the next financial year our resource rates are being uplifted, but not by a nice neat percentage. Is the best approach to copy our existing matrix and update it for the next financial year with the new rates?
