IBM determines what can run on zIIP, as specified in their T&C at
https://www.ibm.com/support/pages/authorized-use-tableFor Endevor there is very little processing that is zIIP eligible, and that
won't change unless IBM allows greater use of zIIP. Remember that the
reason zIIP exists is to host more cheaply the workloads which can run away
from z/OS. IBM doesn't want to offer that price cut more widely, hence the
restrictions on program usage.
