I am setting up VTAPE in our environment. When starting the VTAPE subsystem STC SVTS, it is attempting to allocate the VVE library dataset and it can't. I keep getting this error msg:

My ACS routines for dataclass, management class, and storage class are per the doc. I can manually allocated a dataset and it goes to the correct storage group and gets the correct SMS classes assigned to it.
I am not sure what I am doing wrong....
