The keyword you're wanting to target would be OPSWORD(MSG.TEXT,2). You could then target your RMF task, your RMF monitor III, or your RMFZZ independently without needing different rules for the ERB1001I message

When the RMF task starts at IPL OPS/MVS has a rule MSG.ERB100I which marks when RMF is active, but it is issuing 3 times by the task when it starts,
MVSA 00:55:54 ERB100I RMF: ACTIVE
MVSA 00:55:54 ERB100I ZZ : ACTIVE
MVSA 00:57:00 ERB100I III: ACTIVE
Please suggest me to update the logic in MSG.ERB100I to add a check to only continue if the 1st parameter after ERB100I message is RMF:
