I would try resetting the superuser password and restarting both the policy server and AdminUI service. Use smreg -su on the policy server to reset the password (you may need to retrieve the smreg command since it is not installed by default).

I have installed SiteMinder 12.8 on a Windows Server. Initially, I was able to log in to the Admin UI console without any issues. However, I am now unable to log in to the console using the correct username and password. Please find below the screenshot for the reference.
