Removing offline clients

Could anyone advise how I may remove the offline clients for version 11.3.1.

We don't advise removing the clients, rather, we recommend upgrading to the new version that we currently have available.

Thanks for your reply. If let say we want to remove the clients in order to free up the number based on the license, it only possible with the latest version of SEE?
