Did you manage to somehow overcome this problem? I'm in exactly the same situation (new switches, trying to activate licenses, landing on the same page that doesn't work) Wonder if there's anything I could try before starting the tedious process of contacting IBM and/or Broadcom support.

I have a problem with the Support Portal. I'm not sure if this is even the right place to ask, but I can't open a Ticket because I'm not a Broadcom Customer and I get an error when I try to.
We recently bought 4 SAN Switches SAN24B-6/Brocade G610 from IBM with additional Port Upgrade Licenses. The Licenses came in paper form and the instructions state that I need to use the Broadcom Website to generate the License Keys for the Switches.
So I created an account and updated the profile with the "Build your profile" option.
Now it shows that I have access to Brocade Storage Network Licensing.
But every time I try to access this URL: https://portal.broadcom.com/group/licensing-portal
I get a "The requested resource is not available". The Browser Title says: Access Error - Liferay DXP (See Attachments)
I'm assuming that my account is still not allowed to access this side even though it says so in the profile
On the IBM Support Side it also states this is the right way to do this.
