Back up of the DB will most certainly create problems if the DLP services are still running.
Symantec supports cold back ups only, so performance impact should be none as services should be down at the time the backup is taken.
Please note: If you restore a DB backup that was taken while the services are running you have a high probability of the database being put into an inconsistent state.
In Oracle Enterprise there are solutions where they can take warm backups. But any performance impact would need to be discussed with the DBAs responsible for that solution.
