as far as i know there is no jre after java11. as far as i understand you are worried that the jre used in the jdk will conflict between applications ? whatever jdk path you give it should see the jre under it. unless you give a generic jre_home environment.
by the way, the system I use is a big system, but we have always defined generic environment paths on automic servers. if there are other applications installed on automic servers, I think they should make their own java config. (for example, let's say there is a 3rd app monitoring agent, this agent will either provide its own java in it or use the java on the server) if the server owner is automic they have to comply with automic :)

It may not make sense for simple infrastructure but it make sense for a complex infra like ours.
In your statement "must set the JAVA_HOME or JRE_HOME environment variables" this is what we want to avoid and to steer on other way if the Windows Server already have a Java Application running.
We want that our Windows Java OS Agent is only using the JRE provided by Broadcom and be independent on existing Java Runtime Env running/existing servers to avoid collision and problem specially in times that we need to upgrade the JRE.

your idea didn't make much sense to me. you have to choose the java and location you will use for all applications, not just automic. you must set the JAVA_HOME or JRE_HOME environment variables.
