Importing from a collection

We have a customer that is trying to import Test Cases from the collections from the Test Folder.  The option to import is not available, does anyone know if that is expected?

You cannot import from collections. Rather, you access the Test Case Page and import new test cases into Rally. You can import from Rally User Interface (UI) via Test Case Page or use the Rally Excel Add-In to import multiple Test Cases at one time via CSV file. NOTE: You should verify if the Rally UI field name matches the field name in Rally API documentation (Help menu). CSV file must have field names which match API documentation.  

You can also import both Test Case and Test Case Steps with the assumption that you identify the type via Object Type column
