How to allow Notepad with Read access only.

Dear Expert, 

May I know, how to create a Preventive Policy to Notepad.exe with Read Access only? 

Current steps used. 

1. I created a new Preventive policy > My custom sandboxes with and lists with the following settings. As a result, the DCS agent prohibited me from launching Notepad.exe.

Is the current settings correct?
