This issue is an environmental issue, which a support issue is traditionally warranted and/or a potentially a remote share session is needed.
We would need to look at the certificate you uploaded, the version of PAM and to see is Proxies are alsoinvolved. We would also use standard opensssl/nmap commands to see how the certificate responds to them.

Hi Support,
Appreciate any kind advise on how to encounter this error "PR_END_OF_FILE_ERROR" after change from self-signed cert to public CA signed cert. We did try different kind of browser (firefox and chrome), and both prompted with the same error. We did restart the PAM node after applying the public cert and the issue remain. However, as per the customer, they noticed the issue disappear if they enable TLS1.0/1.1.
