Similar issue we faced after upgrading PAM and clearing the browser cache fixed the issue. If possible, can you give it a try by clearing browser cache?
Another side note is, If you are using Azure Load balancer then it automatically add few cookies. Please ensure those cookies are as per security standards. (isSecure and httpOnly attributes of those cookies should be true to ensure site is more secure.)

For Azure we config with application proxy Azure.
We had time to configure the PDA, namely copying the web folder to the PDA folder in the bopcfg\www\htmpl folder. does it matter?
