For this scenario, you could use a lookback condition on Job B. You can specify a period of time to look back (in hours and/or minutes) or leave it at 0, which means AutoSys Workload Automation examines the last end time of the job first.
A couple of examples:
Job B - condition: s(Job A, 04.00) - look back at the status within the last 4 hours
Job B - condition: s(Job A, 0) - look back at the last end time of Job A
