You can somewhat do that , starting in 16.2: The portlet (assuming you mean Classic portlet) needs to be a page. Then, you can go to the Admin in modern, system settings>Navigation Menu > then select that page to put on the menu directly. However, the icon that goes with it must be one of the stock ones that are deployed . Be sure to check the "show" box.. hope this helps to demonstrate a little:
