I'm not sure about Spectrum, but in eHealth there are 2 ways of doing this:
1. Configure devices (cisco routers, etc) via command line 'ip sla' commands and then discover devices. The tests are handled by the OS of the router and eHealth just gets performance stats from them.
2. Using eHealth's internal Response Path tool you can create tests which are managed by ehealth and are not shown on the router. Ie. there will be no configuration in the IOS, as it's all done via SNMP.
I'm not sure if Spectrum can handle the method used in 1 above, but we have used method 2 and if you have the correct SNMP community strings it discovers these tests if the device is compatible.
For method 2, you should see devices under 'Service Performance Manager' -> Test Hosts. If you don't see any 'tests' under a device, you might have to right-click on the device and select 'Discover Tests'.
