Check your proxy. Seems to me I saw something very like this, recently.

Turns out it was a firewall issue.

I am running IE9 on a Windows 7 64 bit laptop and I trying to get access to the Spectrum console. I installed the JRE and when I click on the console link it says unable to launch application. The details of the error message is below. I uninstalled all of JAVA from my laptop and reinstalled the JRE and it still didn't work. I also installed the latest version of the JRE from Oracle's website and that didn't fix it. I am able to get to the console from other machines. Has anyone else run into this?
