I don't understand why you cannot use DFDSS. It has the ability, both
in its RESTORE and COPY parameters, to specify the RENUNC [Rename
Unconditional] sub-parameter which permits you to COPY or RESTORE
without pre-allocating files. The new files are allocated with the same
attributes/characteristics as the original datasets.
