This is a question that we frequently get from new starters joining our organisation.
It seems deliberate that there isn't a red, for example. Is that a Rally design decision to deliberately NOT let people assign a colour that would be perceived as negative or aggressive? Or is it because a dozen different people would want to use red for two dozen different things?
But isn't that surely something organisations ought to be allowed to decide for themselves? If it went onto the Ideas site I'd vote for it.
And now I've started typing... what would be useful would be a clear statement about what the defaults are: what work items what certain colours upon creation (via what mechanism?). Just personally, I've come to a niggling sense that it's not always the same!?
