Rights for editing Rate matrix

With administator account i am able to edit the financial matrix we have. I have assigned all the following rights to one of our users;

 

Financial Maintenance - Define Matrix
Financial Maintenance - Financial Management
Financial Maintenance - Financial Organizational Structure
Financial Maintenance - Manage Matrix
Financial Process - Work in Process

 

But when the user logs in, he is not able to view or edit the already available matrix. But he can create and edit new matrix.

I read in one of the article that adminsitration - navigation rights have to be granted . But i cannot find this rights in global list. Although i see that Administration - Authorization  rights includes that adminsitration - navigation rights.

 

Please suggest what rights i should include to edit the already available matrix

It could be that the matrix has been marked as private, which means only certain users can see/edit it.

You will need to add this user to that private list or remove the private flag.
