The only possible way CA OPS/MVS could intercept a CA 7 DEMAND command was if it was issued as a z/OS console command. Are the DEMAND commands you are referring to being issued as z/OS MODIFY (F) commands against the CA7ONL started task? If yes, you can create a CMD rule to intercept the MODIFY command and perform any actions before the command is actually executed.
If the DEMAND command is being issued on the CA 7 panels or by any other CA 7 utility CA OPS/MVS won't be able to intercept it.
Let me know if you need further information about the CMD rule to intercept the MODIFY command on the z/OS console.
