Does Rally recommend that iterations entered into Rally end on the same day the previous iteration starts (assuming no downtime between iterations)?  That is, does Rally consider the end date of the iteration part of the iteration?

I would think not (that iteration dates are considered to be inclusive).  But on the new iteration page, I have an iteration that starts on May 31st and ends on April 13th, and it says the iteration is 9 days long, not 10 (which It would be if iterations were inclusive).

    So which is it?

normally, the iteration ends on the previous day and the new one starts the next day. for example, our iteration are two weeks span that starts on Apr 15, 2015 and goes to Apr 28, 2015 Close of business. the next day, we do sprint review and sprint planning and start the next sprint on apr 29, 2015 that spans to May 12, 2015.

In some instances, the date/timestamp of your local settings might throw this and the board might show that sprint end and starts on the same day. I would check that as well

I don’t know if “recommend” is the right term, but I’ve seen it used successfully. The pitfall that teams want to avoid is making sure they have enough time for retro/planning before the next iteration starts (or, they have working agreements such that the first day of a new iteration is set aside to plan).
