    We have Group of users which is responsible for converting Ideas to Projects from Template.

    Project Template is in OBS for example Standard Fast Track

    Group has rights for this OBS:

    Project - Approve    Sorting project:Standard Fast Track    
    Idea_subcategory - Edit    Sorting project:Standard Fast Track    
    Project - Modify Baseline    Sorting project:Standard Fast Track    
    Project - Cost Plan - Edit    Sorting project:Standard Fast Track    
    Project Initiation Document - Edit    Sorting project:Standard Fast Track    
    Project - Edit Management    Sorting project:Standard Fast Track    
    Idea - Edit    Sorting project:Standard Fast Track    
    Project - View    Sorting project:Standard Fast Track    
    Project - Budget Plan - Approve    Sorting project:Standard Fast Track    
    Project - Risk, Issue, Change Request - Create/Edit    Sorting project:Standard Fast Track    
    Idea - View    Sorting project:Standard Fast Track    
    Project - Attach Requisition Entry Resources    Sorting project:Standard Fast Track    
    Project - Edit    Sorting project:Standard Fast Track    
    Idea - Approve    Sorting project:Standard Fast Track

    In version 12.1 this is enough to do a successful conversion to project from Template
    In v13.2 they receive error message during conversion:

    Error:PRJ-10016: You do not have rights to modify tasks or staff which are enabled for management. The Copy from Template operation failed to complete successfully. The project has not been fully realized based on the template.
    Sure this can be solved by Global right Project management Edit All. But this gives more rights for all project in partition.

    Somebody reach something similar with OBS rights after upgrade?

    Hi Vit. We've seen this as well. Doesn't look like a configuration or permissions design issue - looks like a bug. I reccomend opening a ticket with support.

    I am facing same issue when the project is creating from the template.

    error details:PRJ-10016: You do not have rights to modify tasks or staff which are enabled for management.

    Did you find any soultion?

    Hi,

    As if now the soultion to this, is to give the particular resource, Project-Edit Management rights that will solve the issue for us.

    Hope you can also try that out and check.

    Hi Viraj - Have you raised this with CA yet? Any response from them?
     
    When you say Project-Edit Management rights is it Global rights specifically or will the OBS level rights work?

    Hi,

     

    I don't see any mention of Project - Create or Project - Create from Template rights in this list of rights.  Without that right users would not be able to convert an idea to a project.

     

    Another thing to try is to restart your process and then retry the step in the process.  If this resolves the problem and you are seeing this issue frequently, please open a support case.  You may be experiencing a known bug.

    We are also seeing the same error but not when converting an Idea to a Project. This is happening when creating a new project from template. It's inconsistent though. One user always gets the PRJ-10016 error while others do not.

    Even when I log in as her account I can create the new project but she cannot.

    Any updates on a possible fix / workaround?

    We are using this workaround:

    With "Project - Create from Template" global rights and "Project - Edit Management" OBS rights, the user can successfully convert an Idea into a project using a template or create a project from scratch using a template as long as the user leaves his/her name in the Manager field, saves the record, then switches the Manager to the desired person and resaves. When the user selects a person other than him/herself as the Manager before saving and then tries to save, we get the error. Of course, this workaround works for us but may not apply to others, based on others' configurations.

    Thank you for the reply. CA has confirmed this is a defect (CLRT-73660) when trying to create a project from a template.

    The workaorund as you mentioned is to either leave the Proj Mgr that is in the template and change after save or change the Proj Mgr to be the person creating the new project then change to the new Proj Mgr.

     

    Our company does not allow everyone to create new projects, that right is reserved for the PMO Groups.

     

    No word on if/when a fix will be in place.

    This defect exists in 13.3 as well. Is there any possibility that it gets fixed in Dansborg (R14) release ?

    The defect in question has been closed without a fix, and so it will still occur unless the workaround mentioned is used.

    Seeing this problem, myself, with all my SuperUser rights, in on-prem 14.2.

     

    Neither work-around works.  Also, tried putting my own name in template and in new project when creating - didn't work, either.  And, whey trying to use 'copy from template' from action pull-down, getting "Error 501 - Not implemented.  The server does not support the requested feature..."

     

    Even when creating my own template and trying to create/copy from my own template, I still get the errors.

     

    There is no work around.

     

    Please, Nick - tell me how a known defect like this, where the feature is still present and clickable, doesn't get fixed? 

     

    Very frustrating....

    Same error in V14.3.

    Workaround: Do not modify PM to someone, keep it with same person who is creating project. After created, can change PM.

    Evevn not working if added rights

    Project-Edit Management

    Project - Create from Template

     

    The workaround is working.
