Discussion vs. Library

What is the difference between a Discussion vs. a Library?

@Philip Gineo: I'm still exploring all of the ins and outs myself, but it seems that Library is where attachments made on Discussions end up, along with other files. I'm thinking that 99% of what I personally will be doing will be in Discussions at this point.

Yes in general for Community users posting questions etc an interactive discussion would seem to be the best approach.
However for posting a document that would be of use to fellow Community users creating a library entry or blog post for the document may be appropriate.
