 Windows 11 64-bit Arm install stops at Boot Manager

I've used Fusion for years on an Intel Mac but just purchased a new Mac Studio. Through searches here and reddit, I understand the difference with ARM vs x86 and attempted to create a VM using these directions: Download and Install Windows 11 as Guest Operating System on Apple Silicon Mac

Everything goes well until just after setting the password, the VM appears to be restarting and stops at the Boot Manager, then displays a message that says, "No Operating System Was Found. Check your Startup Disk in the virtual machine settings. If you have not installed an operating system yet, you can choose an installation disc or disc image in the CD/DVD settings and restart the virtual machine."

I have tried just about everthing but can't get past this. Any ideas would be appreciated.

I am using Player Version 13.6.0 (24238079) with OS 15.0 (24A335)

I'm assuming that you used the "Get Windows from Microsoft" feature found in the Fusion "Choose the Installation Source" dialog to download a Windows 11 ARM installation ISO from Microsoft. What edition and language did you select during that process?

I'd check the following items:

Open the Virtual Machines folder in your user's home folder and make sure that there's a subfolder called VMWisoimages in it that contains the ISO that was created by the "Get Windows from Microsoft" process. What is the name and the size of that file if it's present. If that ISO isn't present, there's some other issue going on. 

Open the VM's settings and see if the virtual CD on your VM is pointing to that file.

Make sure that the virtual CD drive is configured to connect to the VM in the VM's settings.
