Should this have triggered HA response?

VxRail/vSAN environment

vCenter 8.0.3 , build 24674346

ESXi 8.0.3, 24674464

Cluster HA settings HA turned on, Isolation response, power off and restart.

At 12:05, the entry is visible, could not reach isolation address.  However, no VMs were powered off and restarted until we connected to iDRAC and shut down ESXi from the console 8 hours later after we were awake.

I'm not sure how an isolated hosts tells other hosts that it is isolated, but shouldn't our HA isolation response have occurred and rebooted the VMs on the isolated host?

Edit:

I am working with Dell support on this, but they haven't been able to provide much.  After re-reading some of Duncan Epping's responses to fairly similar questions, I believe this may be the problem.  And if so, it'd be great if this were a Skyline Health check to alert of this config error.  My VMkernel for vSAN when the host is working properly can't reach the default gateway, but the management VMKernel can.  So maybe because there was no change in reachability from the vSAN kernel, it doesn't consider itself isolated....
