I don't think there's much you're going to be able to do. Mostly because this is a problem in Linux running GNOME.
There are known issues with Linux in general for controlling the scroll speed of an input device (mouse or trackpad) when using GNOME (which is the default for Fedora Workstation 41). The GNOME developers have not provided a way to control the scroll rate. Many of the work-arounds don't seem to work on Wayland (which also is the default for Fedora Workstation 41).
The KDE desktop environment is reported to have a control on scroll speed, unlike GNOME.
